Cara Mendapatkan BSPS

Berikut cara mendapatkan BSPS.
  1. Pemilik rumah bisa mengajukan diri untuk menerima BSPS ke kepala desa/lurah setempat
  2. Kepala desa/lurah juga mendapat jumlah rumah tidak layak huni di daerahnya untuk diusulkan menerima BSPS
  3. Hasil usulan dan pendataan diteruskan ke bupati/wali kota, lalu ke kementerian
  4. Kementerian menetapkan jumlah penerima bantuan dan lokasinya
  5. Kementerian melakukan rekrutmen, pelatihan, dan penetapan tenaga fasilitator lapangan (TFL)
  6. Tim Teknis dan TFL melakukan verifikasi fisik dan administrasi calon penerima bantuan
  7. Calon penerima bantuan menyusun proposal renovasi dibantu Tim TFL
  8. Tim Teknis dan TFL memberi sosialisasi dan membentuk kelompok penerima bantuan dengan maksimal 20 orang per kelompok
  9. Tim Teknis dan TFL melakukan musyawarah kelompok, survei toko, dan harga bahan bangunan
  10. Tim TFL membuat daftar rencana pembelian bahan bangunan
  11. Penerima bantuan membuat rekening untuk menerima dana bantuan

Tentang Bantuan Stimulan Perumahan Swadaya (BSPS)

Bantuan stimulan perumahan swadaya (BSPS) merupakan salah satu program Kementerian Perumahan Rakyat dalam rangka pelayanan kepada masyarakat berpenghasilan rendah berupa bantuan stimulan pembangunan baru serta peningkatan kualitas rumah tidak layak huni dan PSU nya ( prasarana sarana umum ).Penyaluran dana BSPS kepada penerima bantuan akan dilakukan melalui bank yang telah ditunjuk. Bank penyalur akan menerbitkan buku tabungan atas nama penerima bantuan dan penerima dana BSPS dilarang memberi kuasa penarikan tabungan kepada pihak lain. Bank penyalur dilarang melayani apabila ada penarikan tabungan BSPS dengan surat kuasa. Hal ini dilakukan agar tidak ada penyimpangan dalam penggunaan dana stimulan tersebut.
Mengutip situs resmi Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR), singkatnya BSPS atau bedah rumah adalah program dana bantuan renovasi rumah dengan pagu senilai Rp20 juta. Nominal tersebut terdiri atas pagu pembelian bahan bangun senilai Rp17,5 juta dan upah tukang Rp2,5 juta. Dananya berasal dari Anggaran Pendapatan dan Belanja Negara (APBN).
Tujuan program Bantuan Stimulan Perumahan Swadaya 2022 untuk meningkatkan kesejahteraan masyarakat agar bisa memiliki rumah yang layak huni, baik dari sisi prasarana, sarana, dan utilitas umumnya.

Sementara hasil survei Kementerian PUPR menemukan jumlah rumah yang layak huni di Indonesia baru berkisar 54 persen. Harapannya, jumlah rumah yang layak huni di dalam negeri bisa meningkat menjadi 74 persen pada 2024.
Selain itu, program bantuan renovasi rumah 2022 ini juga diharapkan dapat meningkatkan kualitas lingkungan permukiman di berbagai daerah di Indonesia.
Pada tahun 2023, Kementerian Pekerjaan Umum dan Perumahan Rakyat akan mengucurkan bantuan stimulan perumahan swadaya (BSPS) atau bedah rumah senilai Rp2,72 triliun. Program tersebut dicanangkan Kementerian PUPR guna mendorong kesejataheraan masyarakat di tengah ketidakpastian perekonomian yang disebabkan pandemi Covid-19.
Pemberian BSPS tersebut dilakukan melalui skema padat karya tunai yang dianggarkan Rp2,72 triliun bagi 103.000 unit rumah. Alokasi tersebut termasuk dukungan penanganan kemiskinan ekstrem sebesar minimal 20 persen menggunakan data BKKBN.
Dengan dilakukannya program tersebut, diharapkan dapat menyerap tenaga kerja sebanyak 206.000 pekerja sepanjang 2023.
Kementerian PUPR menyebut masyarakat berpenghasilan rendah akan mendapatkan bantuan untuk meningkatkan kualitas, sarana, prasarana, dan utilitas rumahnya.
Di samping itu, melalui skema padat karya tunai, masyarakat akan mendapatkan upah untuk menambah penghasilan.
Sekadar informasi, sesuai dengan Peraturan Menteri PUPR Nomor 7/2022 tentang Pelaksanaan Bantuan Pembangunan Perumahan dan Penyediaan Rumah Khusus, program BSPS merupakan dukungan dana dari pemerintah kepada masyarakat berpenghasilan rendah (MBR) untuk peningkatan kualitas rumah swadaya berasaskan kegotongroyongan. Masyarakat akan bisa menikmati layanan Kereta Cepat Jakarta-Bandung (KCJB). Kereta Cepat Jakarta-Bandung diproyeksikan sudah bisa dinikmati pada Juni 2023 dengan 4 rute stasiun.

Rute Stasiun Kereta Cepat

Pembangunan konstruksi proyek kereta cepat ini sudah mencapai 88,8 persen. Dengan jalur sepanjang 142,3 km, proyek yang diharapkan bisa menjadi kereta modern ini membentang dari Stasiun Halim Jakarta Timur hingga Stasiun Tegalluar di Bandung bagian timur.

Jika dihitung, jumlah stasiun pemberhentian untuk perjalanan menggunakan kereta cepat ini sebanyak 4 stasiun dengan satu depo.

Stasiun Kereta Cepat Jakarta-Bandung mulai dari Stasiun Halim, Stasiun Karawang, Stasiun Padalarang, serta Stasiun Tegalluar yang sekaligus menjadi depo.

Untuk penggunaan stasiun Padalarang, nantinya menjadi stasiun Hub yang menghubungkan layanan kereta cepat dengan kereta api. Penggunaanya untuk melayani penumpang dari Bandung bagian barat dan Bandung kota. Sementara itu, Bandung bagian timur dilayani dari Stasiun Tegalluar.

Adapun untuk harga tiket Kereta Cepat Jakarta-Bandung, pihak KCIC, berdasarkan hasil studi tarif kereta cepat diperkirakan sebesar Rp150 ribu untuk jarak terdekat dan Rp350.000 untuk rute paling jauh. Sedangkan untuk jam operasionalnya mulai dari 05.30 WIB hingga 22.00 WIB.

Uji Coba Kereta Cepat Jakarta Bandung

 Kereta Api Cepat Jakarta-Bandung yang menghubungkan ibu kota Indonesia, Jakarta, dengan kota terbesar keempat di Indonesia, Bandung merupakan proyek penting usulan RRT, Inisiatif Sabuk dan Jalur Sutra (Belt and Road Initiative/BRI).Ini merupakan sistem kereta api cepat milik Tiongkok yang sepenuhnya baru diterapkan di luar negeri.
Pada tanggal 16 November 2022, uji coba kereta cepat Jakarta-Bandung dari Stasiun Tegalluar ke Casting Yard 4 berhasil dituntaskan. Presiden Indonesia Joko Widodo dan Presiden Tiongkok Xi Jinping menyaksikan uji coba operasional kereta api cepat Jakarta-Bandung di sela-sela pertemuan bilateral seusai KTT G20 di Bali.
Selama uji coba, kereta inspeksi komprehensif untuk kereta cepat ini telah melakukan inspeksi secara menyeluruh terhadap pekerjaan tanah, lintasan, komunikasi, sinyal, catu daya traksi, dan sistem-sistem lainnya. Semua indikator yang diperoleh telah menunjukkan kinerja yang baik, sebagai tanda keberhasilan operasional uji coba pertama Kereta Cepat Jakarta-Bandung yang dikembangkan bersama oleh Tiongkok dan Indonesia.

Progres Pembangunan Kereta Cepat Jakarta Bandung

Pembangunan jalur kereta kecepatan tinggi di Indonesia telah melalui proses panjang, semenjak Jepang memperkenalkan kereta cepat mereka pada tahun 2008. Di tengah-tengah studi kelayakan tersebut, kerja sama proyek tersebut diambil alih oleh Republik Rakyat Tiongkok dengan menghadirkan skema yang menurut RRT “tidak memberatkan pemerintah”.

Untuk memulai konstruksi, Jokowi mengesahkan Peraturan Presiden No. 3 Tahun 2016 sebagai sebuah Proyek Strategis Nasional. Pada 21 Januari 2016, Jokowi meletakkan batu pertama konstruksi di kawasan Perkebunan Teh Walini milik PTPN VIII. Estimasi pembiayaan proses konstruksi ini mencapai Rp70 triliun.

Pada tahun 2017, di Kota Beijing, RRT, telah ditandatangani Facility Agreement Pembiayaan Prasarana dan Sarana Kereta Cepat, yang disaksikan langsung oleh Presiden Jokowi dan Presiden RRT Xi Jinping. Budi Karya Sumadi selaku Menteri Perhubungan mengingatkan kepada perusahaan kontraktor konstruksi agar segera mempercepat proses konstruksi. Menurutnya, pembebasan lahan menjadi masalah terhambatnya pembangunan infrastruktur, dan ia tidak mengharuskan pembebasan lahan rampung 100%. Kendati demikian, pembebasan lahan masih menjadi prasyarat yang harus dipenuhi agar pinjaman yang diberikan oleh China Development Bank dapat segera cair.

Trase yang ditetapkan adalah rute Jakarta–Bandung sejauh 142,3 km, dan didukung empat stasiun yakni Halim, Karawang, Walini, dan Tegalluar. Setiap stasiun akan dilengkapi fasilitas untuk mendukung pembangunan berorientasi transit (TOD) di sekitar stasiun. Terkait dengan rencana stasiun baru ini, Walini akan diproyeksikan sebagai sebuah kota terencana baru yang akan menjadi penyangga wilayah Bandung Raya. Proyek ini diproyeksikan akan menyerap 39.000 tenaga kerja saat proses konstruksi, 20.000 tenaga kerja saat proses pembangunan TOD, dan 28.000 tenaga kerja setelah operasi. Untuk mendukung operasional, KCIC akan menghadirkan 11 set kereta cepat dengan 8 kereta per rangkaian.

Proyek ini tidak selalu berjalan mulus. Estimasi biaya yang ditetapkan oleh KCIC semula berkisar US$6,1 miliar, tetapi pada November 2020, KCIC memperkirakan ada pembengkakan sehingga menjadi US$8,6 miliar, dan dari pihak manajemen mampu menekan biaya menjadi sebesar US$8 miliar. Kementerian BUMN mengatakan bahwa pembengkakan biaya ini akan ditutup dengan pendanaan dari konsorsium pemegang saham serta pinjaman. Konsorsium tersebut akan menanggung 25% cost overrun yang berasal dari penyertaan modal negara yang masuk ke PT Kereta Api Indonesia sebesar Rp4 triliun dan Tiongkok akan urun sebesar Rp3 triliun. Sebesar 75% sisanya berasal dari pinjaman.

Pada tanggal 18 Oktober 2021, KCIC menyatakan bahwa Stasiun Walini yang semula dimasukkan dalam daftar stasiun mereka, dicoret dari daftar stasiun, terkait dengan efisiensi biaya. Oleh karena itu, mereka akan memilih menggeser stasiun tersebut ke Padalarang untuk alasan integrasi moda.

Fase pertama dari kereta cepat Indonesia akan menghubungkan antara kota Jakarta dan Bandung, dan diberi nama Kereta Cepat Jakarta-Bandung (KCJB).

PT Kereta Cepat Indonesia China (KCIC) adalah perusahaan yang mengoperasikan jaringan kereta cepat Indonesia yang dibangun dengan rute Jakarta–Bandung. Perusahaan ini dibentuk sebagai patungan antara Pilar Sinergi BUMN Indonesia sebesar 60% dengan perusahaan konsorsium asal Tiongkok, Beijing Yawan HSR Company Limited, sebesar 40%.

Pembangunan jalur kereta kecepatan tinggi di Indonesia telah melalui proses panjang, semenjak Jepang memperkenalkan kereta cepat mereka pada tahun 2008. Di tengah-tengah studi kelayakan tersebut, kerja sama proyek tersebut diambil alih oleh Republik Rakyat Tiongkok dengan menghadirkan skema yang menurut RRT “tidak memberatkan pemerintah”.

 

Sejarah

Penawaran Tiongkok dan pembentukan KCIC

Pada bulan April 2015, Republik Rakyat Tiongkok bersaing dengan Jepang saat kedua negara tersebut menawarkan kereta kecepatan tinggi mereka untuk Indonesia. Perlombaan ini, menurut The Jakarta Post, menjadi bagian dari permainan politik dan ekonomi antara kedua negara tersebut untuk merebut pengaruh strategis di kawasan Asia-Pasifik. Sempat proyek ini hampir dibatalkan pada akhir September, Indonesia memilih Tiongkok sebagai pemenang proyek senilai 75 triliun rupiah (US$5 miliar) ini.

Pada tanggal 2 Oktober 2015, PT Pilar Sinergi BUMN Indonesia (PSBI) dibentuk sebagai sebuah konsorsium dari empat BUMN yang terlibat dalam proses pembangunan kereta kecepatan tinggi: Kereta Api Indonesia, Wijaya Karya, PTPN VIII, dan Jasa Marga. Pada 6 Oktober, pembentukan konsorsium telah dilaporkan kepada Otoritas Jasa Keuangan, dan Presiden Joko Widodo mengesahkan Peraturan Presiden (Perpres) No. 107 Tahun 2015 tentang Percepatan Penyelenggaraan Prasarana dan Sarana Kereta Api Cepat antara Jakarta dan Bandung. Perusahaan tersebut akan melakukan penyertaan modal dalam sebuah perusahaan patungan.

Patungan tersebut dinamakan PT Kereta Cepat Indonesia China, dengan kepemilikan PSBI 60% dan China Railway International Company Limited 40%. Perusahaan tersebut dibentuk pada 16 Oktober 2015 dan direncanakan akan mengutamakan komersialisasi, tidak memberatkan APBN, dan mengedepankan sinergi antarbisnis. Menanggapi kerja sama yang baru ini, Perdana Menteri Jepang Yoshihide Suga menyatakan “sangat menyesalkan” dan “sulit memahami” pilihan Indonesia ini. Namun Menteri BUMN Rini Soemarno mengatakan bahwa struktur keuangan Tiongkok dinilai lebih menguntungkan karena proposal Tiongkok tidak memerlukan jaminan dan pendanaan dari Pemerintah Indonesia.

Konstruksi

Untuk memulai konstruksi, Jokowi mengesahkan Peraturan Presiden No. 3 Tahun 2016 sebagai sebuah Proyek Strategis Nasional. Pada 21 Januari 2016, Jokowi meletakkan batu pertama konstruksi di kawasan Perkebunan Teh Walini milik PTPN VIII. Estimasi pembiayaan proses konstruksi ini mencapai Rp70 triliun.

Pada tahun 2017, di Kota Beijing, RRT, telah ditandatangani Facility Agreement Pembiayaan Prasarana dan Sarana Kereta Cepat, yang disaksikan langsung oleh Presiden Jokowi dan Presiden RRT Xi Jinping. Budi Karya Sumadi selaku Menteri Perhubungan mengingatkan kepada perusahaan kontraktor konstruksi agar segera mempercepat proses konstruksi. Menurutnya, pembebasan lahan menjadi masalah terhambatnya pembangunan infrastruktur, dan ia tidak mengharuskan pembebasan lahan rampung 100%. Kendati demikian, pembebasan lahan masih menjadi prasyarat yang harus dipenuhi agar pinjaman yang diberikan oleh China Development Bank dapat segera cair.

Trase yang ditetapkan adalah rute Jakarta–Bandung sejauh 142,3 km, dan didukung empat stasiun yakni Halim, Karawang, Walini, dan Tegalluar. Setiap stasiun akan dilengkapi fasilitas untuk mendukung pembangunan berorientasi transit (TOD) di sekitar stasiun. Terkait dengan rencana stasiun baru ini, Walini akan diproyeksikan sebagai sebuah kota terencana baru yang akan menjadi penyangga wilayah Bandung Raya. Proyek ini diproyeksikan akan menyerap 39.000 tenaga kerja saat proses konstruksi, 20.000 tenaga kerja saat proses pembangunan TOD, dan 28.000 tenaga kerja setelah operasi. Untuk mendukung operasional, KCIC akan menghadirkan 11 set kereta cepat dengan 8 kereta per rangkaian.

Proses pembangunan stasiun HSR di seberang Stasiun Padalarang

Proyek ini tidak selalu berjalan mulus. Estimasi biaya yang ditetapkan oleh KCIC semula berkisar US$6,1 miliar, tetapi pada November 2020, KCIC memperkirakan ada pembengkakan sehingga menjadi US$8,6 miliar, dan dari pihak manajemen mampu menekan biaya menjadi sebesar US$8 miliar. Kementerian BUMN mengatakan bahwa pembengkakan biaya ini akan ditutup dengan pendanaan dari konsorsium pemegang saham serta pinjaman. Konsorsium tersebut akan menanggung 25% cost overrun yang berasal dari penyertaan modal negara yang masuk ke PT Kereta Api Indonesia sebesar Rp4 triliun dan Tiongkok akan urun sebesar Rp3 triliun. Sebesar 75% sisanya berasal dari pinjaman.

Pada tanggal 18 Oktober 2021, KCIC menyatakan bahwa Stasiun Walini yang semula dimasukkan dalam daftar stasiun mereka, dicoret dari daftar stasiun, terkait dengan efisiensi biaya. Oleh karena itu, mereka akan memilih menggeser stasiun tersebut ke Padalarang untuk alasan integrasi moda.

 

Prasarana

Jalur

Pada 6 Mei 2016, Direktur Utama KCIC saat itu, Hanggoro Budi Wiryawan, menetapkan trase Jakarta–Bandung untuk jalur KCIC. Menurutnya, rute tersebut memiliki daya beli yang sangat memungkinkan untuk membeli tiket kereta cepat. Bandung, menurut Wiryawan, merupakan tempat yang cukup potensial untuk dikembangkan dalam sektor perdagangan dan pariwisata. Dengan penetapan trase tersebut, bisnis KCIC tidak hanya sebatas mengandalkan kereta cepatnya, tetapi juga pengembangan kawasan di sekitar stasiun yang akan disinggahi layanan KCIC.

Jalur ini didukung 13 terowongan dan dibangun menggunakan konstruksi layang dengan panjang 60% dari total panjang jalur (142,3 km). Sisanya menggunakan at grade, khususnya pada segmen-segmen yang akan melalui terowongan hingga akhirnya sampai di Bandung.

Armada dan pelayanan

KCIC400AF saat diproduksi di pabrik CRRC QIngdao Sifang

Pada tahun 2022, CRRC Qingdao Sifang, Co. Ltd. meluncurkan electric multiple unit untuk KCIC. Kereta tersebut, yang desainnya menggunakan basis CR400AF/Fuxing diberi seri KCIC400AF dan dapat melaju hingga 350 km/jam. Basis tersebut diadaptasikan sesuai kondisi iklim dan geografis Pulau Jawa dan akan menghadirkan interior bernuansa Indonesia seperti komodo, batik, dan Borobudur. Rangkaian kereta cepat dirancang untuk minim kebisingan dan getaran, tahan api, banjir, dan gempa bumi, serta tahan terhadap serangan objek asing.

Selain mengoperasikan 11 rangkaian kereta cepat, KCIC juga mengoperasikan satu kereta inspeksi. Pengiriman armada dimulai pada Agustus 2022 dan dijadwalkan tiba di Indonesia pada akhir Agustus. Menurut Joni Martinus, VP Public Relations KAI, tarif yang akan ditetapkan berkisar antara Rp250 ribu hingga Rp350 ribu. Namun Martinus beranggapan bahwa tarif tersebut masih dikaji di berbagai aspek.

Lokomotif China Railway DF4B juga didatangkan untuk mendukung proyek ini. Lokomotif ini aslinya milik China Railway.
