Persyaratan Guru ASN PPPK Tahun 2022

Persyaratan:

  • Pelamar merupakan Warga Negara Indonesia (WNI);
  • Usia minimal adalah 20 (dua puluh) tahun dan maksimal 59 (lima puluh sembilan) tahun pada saat pendaftaran;
  • Tidak pernah dipidana dengan pidana penjara berdasarkan putusan pengadilan yang sudah mempunyai kekuatan hukum tetap karena melakukan tindak pidana penjara 2 (dua) tahun atau lebih;
  • Tidak pernah diberhentikan dengan hormat tidak atas permintaan sendiri atau tidak dengan hormat sebagai Pegawai Negeri Sipil, PPPK, Prajurit Negara Republik Indonesia, atau diberhentikan tidak dengan hormat sebagai pegawai swasta;
  • Tidak menjadi anggota atau pengurus partai politik;
  • Memiliki sertifikat pendidik dan/atau kualifikasi Pendidikan dengan jenjang paling rendah sarjana atau diploma empat sesuai dengan persyaratan;
  • Sehat jasmani dan rohani sesuai dengan persyaratan Jabatan yang dilamar;
  • Surat keterangan berkelakuan baik; dan
  • Persyaratan lain sesuai kebutuhan jabatan yang ditetapkan oleh menteri yang menyelenggarakan urusan pemerintahan di bidang pendidikan, kebudayaan, ilmu pengetahuan dan teknologi.

Berkas yang harus disiapkan:

  • Pas Foto dengan latar belakang berwarna merah; format JPEG/JPG dan ukuran maksimal 200KB;
  • Scan Kartu Tanda Penduduk (KTP) ASLI atau Surat Keterangan ASLI telah melakukan perekaman kependudukan yang dikeluarkan oleh Dinas Kependudukan dan Pencatatan Sipil (Disdukcapil);
  • Scan Ijazah ASLI dan Transkrip Nilai ASLI jenjang D-IV/S-1 dan Surat penyetaraan ijazah asli dari Direktorat Jenderal Pembelajaran dan Kemahasiswaan, Kemendikbud (Eks Direktorat Jenderal Pembelajaran dan Kemahasiswaan, Kemenristekdikti) bagi lulusan Perguruan Tinggi luar negeri jenjang D-IV/S-1;
  • Scan Sertifikat Pendidik ASLI bagi yang memiliki;
  • Bagi pendaftar penyandang disabilitas menambahkan surat keterangan penyandang disabilitas dari rumah sakit/puskesmas milik pemerintah
  • Melampirkan link video singkat melakukan kegiatan sehari-hari dalam menjalankan tugas sebagai pendidik;

Penempatan individu yang telah lulus nilai ambang batas pada seleksi Tahun 2021 di tempat tugasnya masing-masing atau di satuan pendidikan yang membutuhkan

Kesesuaian / Verifikasi

Seleksi dilakukan dengan mempertimbangkan dimensi kompetensi profesional, pedagogik, sosial, dan kepribadian.

Tes

Seleksi Tes dilakukan dengan mempertimbangkan dimensi kompetensi teknis, kompetensi manajerial, dan sosial kultural.

Pelamar Prioritas I

Pelamar Prioritas 1 merupakan peserta yang telah mengikuti seleksi PPPK untuk JF Guru Tahun 2021 dan telah memenuhi Nilai Ambang Batas. Pemenuhan kebutuhan guru dari kategori pelamar prioritas I dilakukan berdasarkan urutan sebagai berikut.

  1. THK-II yang memenuhi Nilai Ambang Batas pada seleksi PPPK untuk JF Guru Tahun 2021.
  2. Guru non-ASN yang memenuhi Nilai Ambang Batas pada seleksi PPPK untuk JF Guru Tahun 2021.
  3. Lulusan PPG yang memenuhi Nilai Ambang Batas pada seleksi PPPK untuk JF Guru Tahun 2021.
  4. Guru Swasta yang memenuhi Nilai Ambang Batas pada seleksi PPPK untuk JF Guru Tahun 2021.

Pelamar Prioritas II

Pelamar prioritas II merupakan THK-II yang tidak termasuk dalam THK-II pada kategori pelamar prioritas I.

Pelamar Prioritas III

Pelamar prioritas III merupakan Guru non-ASN yang tidak termasuk dalam Guru non-ASN kategori pelamar prioritas I di satuan pendidikan yang diselenggarakan oleh pemerintah daerah dan memiliki keaktifan mengajar minimal 3 (tiga) tahun atau setara dengan 6 (enam) semester pada Dapodik.

Pelamar Umum

Pelamar umum terdiri atas :

  1. Lulusan PPG yang terdaftar pada database kelulusan Pendidikan Profesi Guru di Kemendikbudristek; dan
  2. pelamar yang terdaftar di Dapodik.

Guru yang dapat melamar terdiri dari pelamar prioritas dan pelamar umum.

Pelamar prioritas terdiri dari:

  1. Pelamar prioritas I, adalah pelamar yang telah memenuhi nilai ambang batas pada Seleksi Kompetensi Guru PPPK tahun 2021.
  2. Pelamar prioritas II, adalah pelamar dengan status THK-II

Pemenuhan kebutuhan bagi pelamar sebagaimana Prioritas I berlaku urutan dari:

  1. THK-II yang memenuhi Nilai Ambang Batas pada seleksi PPPK JF Guru Tahun 2021;
  2. Guru non-ASN yang memenuhi Nilai Ambang Batas pada seleksi PPPK JF Guru Tahun 2021;
  3. Lulusan PPG yang memenuhi Nilai Ambang Batas pada seleksi PPPK JF Guru Tahun 2021; dan
  4. Guru Swasta yang memenuhi Nilai Ambang Batas pada seleksi PPPK JF Guru Tahun 2021.

Seleksi kompetensi bagi pelamar prioritas II dan pelamar prioritas III dilakukan dengan menilai kesesuaian:

  1. Kualifikasi akademik;
  2. Kompetensi;
  3. Kinerja; dan
  4. Pemeriksaan latar belakang (background check).

Pegawai Negeri Sipil atau PNS adalah pekerjaan idaman banyak orang. PNS adalah Aparatur Sipil Negara (ASN). Selain PNS, ada Pegawai Pemerintah dengan Perjanjian Kerja (PPPK) yang juga berstatus ASN. Secara definisi, PNS alias Pegawai Negeri Sipil adalah pegawai yang telah memenuhi syarat tertentu, lalu diangkat sebagai Aparatur Sipil Negara (ASN) secara tetap oleh pejabat pembina kepegawaian untuk menduduki jabatan pemerintahan. PNS merupakan Warga Negara Indonesia (WNI) yang mempunyai hak untuk memperoleh gaji dan tunjangan sesuai dengan pangkat golongan PNS yang mereka miliki. Singkatnya, PNS adalah orang yang bekerja di bawah naungan pemerintah ataupun negara.

PPPK adalah singkatan dari Pegawai Pemerintah dengan Perjanjian Kerja. PPPK adalah Aparatur Sipil Negara (ASN) yang direkrut berdasarkan Undang-Undang Nomor 49 Tahun 2018 tentang Manajemen PPPK. PPPK juga Warga Negara Indonesia (WNI) yang telah memenuhi syarat tertentu sebelum diangkat menjadi pegawai pemerintah. Bedanya, PPPK diangkat berdasarkan perjanjian kerja untuk jangka waktu tertentu sebagai pelaksana tugas dan jabatan pemerintahan. Singkatnya, PPPK adalah pegawai kontrak yang direkrut oleh pemerintah dan ditugaskan untuk menjalankan tugas maupun jabatan pemerintahan. Berapa Gaji PNS?

1. Tunjangan PNS

Peraturan Pemerintah (PP) Nomor 15 Tahun 2019 tentang Peraturan Gaji Pegawai Negeri Sipil (PNS) mengatur bahwa PNS juga berhak mendapat sejumlah tunjangan. Berikut rincian tunjangan PNS:

7 Perbedaan PNS dan PPPK

1. Gaji dan Tunjangan

Perbedaan PNS dan PPPK yang pertama adalah gaji dan tunjangan. Bukan beda rincian komponen yang diterima, tetapi landasan hukum yang mengaturnya. PNS dan PPPK akan mendapatkan pendapatan dengan komponen sebagai berikut:

  • Gaji
  • Tunjangan Kinerja
  • Tunjangan Kemahalan
  • Tunjangan Keluarga
  • Tunjangan Pangan
  • Tunjangan Jabatan
  • Tunjangan Kinerja (bagi PNS/PPPK Pusat)
  • Tambahan Penghasilan Pegawai (PNS/PPPK Daerah)
  • Tunjangan Risiko/Bahaya (untuk PNS/PPPK jabatan tertentu)
  • Tunjangan Khusus (PNS/PPPK dengan kondisi khusus)
  • Tunjangan Profesi (guru dan dosen)

Komponen pendapatan PNS diatur dalam PP Nomor 11 Tahun 2017 jo PP Nomor 17 Tahun 2020 dan Perpres tentang Gaji dan Tunjangan PNS. Sementara, gaji dan tunjangan PPPK diatur dalam Peraturan Presiden Nomor 98 Tahun 2020 dan PP Nomor 49 Tahun 2018.

 

2. Proses Rekrutmen atau Tahapan Seleksi

Proses rekrutmen atau tahapan seleksi PNS dan PPPK juga berbeda. Bagi Anda yang ingin menjadi PNS, harus melalui 3 proses seleksi yang meliputi Seleksi Administrasi, Seleksi Kompetensi Dasar (SKD), dan Seleksi Kompetensi Bidang (SKB).

Sementara, PPPK hanya melalui dua proses seleksi, yaitu Seleksi Administrasi dan Seleksi Kompetensi. Pada Seleksi Kompetensi, pelamar PPPK dihadapkan dengan 3 bidang tes, yakni manajerial, teknis, dan sosial kultural sesuai dengan Pasal 19 PP Nomor 49 Tahun 2018.

 

3. Batas Usia Melamar

Ada juga perbedaan batas usia melamar antara PNS dan PPPK. Menurut Pasal 23 ayat (1) huruf a Peraturan Pemerintah (PP) Nomor 11 Tahun 2017, seseorang bisa melamar menjadi CPNS jika usianya minimal 18 tahun dan maksimal 35 tahun.

Sementara untuk melamar PPPK, berdasarkan Pasal 16 huruf a PP Nomor 49 Tahun 2018, usia minimalnya adalah 20 tahun dan usia maksimal satu tahun sebelum batas usia tertentu pada jabatan atau formasi yang dilamar. Contoh, batas usia jabatan A adalah 40 tahun, berarti pelamar PPPK jabatan tersebut maksimal berusia 39 tahun.

 

4. Kedudukan Hukum

Meski sama-sama menjabat di pemerintahan, ada perbedaan kedudukan hukum antara PNS dan PPPK. Pasalnya, PNS bisa menduduki seluruh jabatan pemerintahan. Berbeda dengan PPPK yang lingkupnya terbatas.

Jenis jabatan yang dapat diduduki PPPK diatur dalam PP dan Keputusan Menteri Pendayagunaan Aparatur Negara Reformasi Birokrasi Nomor 76 Tahun 2022. PPPK disebutkan tidak dapat mengisi Jabatan Pimpinan Tinggi (JPT) Pratama.

 

5. Usia Pensiun

Pada kelompok PNS, pensiun terjadi pada usia 58 tahun untuk Pejabat Administrasi, 60 tahun bagi Pejabat Pimpinan Tinggi, dan sesuai ketentuan perundang-undangan bagi Pejabat Fungsional.

Sementara, PPPK akan pensiun di usia 58 tahun bagi Pejabat Fungsional Ahli Muda, Pejabat Fungsional Ahli Pratama, dan Pejabat Fungsional Kategori Keterampilan. Selanjutnya, Pejabat Pimpinan Tinggi dan Pejabat Fungsional Madya pensiun di usia 60 tahun. Terakhir, 65 tahun menjadi usia pensiun bagi Pemangku Jabatan Fungsional Ahli Utama.

 

6. Pemberhentian Hubungan Kerja

Sejatinya, pemberhentian hubungan kerja pada PNS maupun PPPK akan dilakukan dengan 2 cara, yakni diberikan predikat tertentu atau diberhentikan dengan hormat. PNS atau PPPK yang diberhentikan dengan hormat apabila: meninggal dunia, atas permintaan sendiri, perampingan organisasi, serta tidak cakap jasmani/rohani sehingga tidak bisa menjalankan tugas dan kewajiban.

Hal yang membedakan adalah ada satu kondisi lain yang menyebabkan PNS diberhentikan dengan hormat, yakni apabila telah mencapai usia pensiun. Sementara pada PPPK, seorang pegawai akan dihentikan dengan hormat apabila jangka waktu perjanjian kerja telah berakhir.

 

7. Status Kerja

Seperti sudah disinggung sejak awal, ada perbedaan status kerja antara PNS dan PPPK. Jika PNS berstatus sebagai pegawai tetap, PPPK bekerja dengan durasi kontrak sesuai masa waktu yang dibutuhkan. Masa kerja PPPK paling singkat satu tahun dan dapat diperpanjang sesuai kebutuhan dan berdasarkan penilaian kerja.

Pegawai Pemerintah dengan Perjanjian Kerja (disingkat PPPK) adalah Warga Negara Indonesia yang memenuhi syarat tertentu, yang diangkat berdasarkan perjanjian kerja untuk jangka waktu tertentu dalam rangka melaksanakan tugas pemerintahan.

Kedudukan hukum PPPK sebagai ASN diatur dalam UU Nomor 5 Tahun 2014 dan turunannya pada PP 11 Tahun 2017, PP Nomor 49 Tahun 2018 tentang Manajemen Pegawai Pemerintah dengan Perjanjian Kerja dan Peraturan Badan Kepegawaian Negara tentang Petunjuk Teknis Pengadaan Pegawai Pemerintah dengan Perjanjian Kerja.

Manajemen Pegawai Pemerintah dengan Perjanjian Kerja adalah pengelolaan pegawai pemerintah dengan perjanjian kerja untuk menghasilkan pegawai pemerintah dengan perjanjian kerja yang profesional, memiliki nilai dasar, etika profesi, bebas dari intervensi politik, bersih dari praktik korupsi, kolusi dan nepotisme.

Kedudukan PPPK adalah:

  1. Melaksanakan tugas pemerintahan yang bersentuhan langsung dengan masyarakat (Pendidikan, Kesehatan serta urusan teknis lainnya)
  2. Diangkat dengan perjanjian kerja sesuai kebutuhan masing-masing Instansi
  3. Memiliki Nomor Induk (NI PPPK) yang berfungsi sebagai Nomor Register dalam memudahkan Evaluasi Kinerja
  4. Melaksanakan langsung tugas yang diperintahkan
  5. Usia paling rendah 20 tahun dan paling tinggi setahun sebelum batas usia pensiun (58 Tahun)
  6. Masa hubungan perjanjian kerja (MHPK) paling singkat 1 tahun dan paling lama 5 tahun
  7. Gaji berdasarkan perundang-undangan
  8. Dalam menjalankannya tugasnya wajib berkoordinasi dengan PNS
  9. Seragam PPPK dan PNS wajib berbeda agar tidak ada multitafsir publik (banyak Instansi yang telah mengeluarkan aturan turunan tentang Hak dan Kewajiban PPPK, termasuk di dalamnya perbedaan Seragam)
